Allergy to chlorine?

My son is 11 years olds and we have had a built in pool his entire life. He swam yesterday and today and developed rash & hives within 15 minutes on both days. His lip swelled and his hands and feet burned. The only thing we have added is suncoast super phosphate remover. However, we put it in on thursday and swam on sat. It wasnt in the pool anymore, but could be in the filter. Both times we gave him benedryl and it goes down in time. Our whole family went swimming and he was the only one affected. Our plan is to have him swim in another pool and see if he reacts to see if it this new chemical or chlorine. Can people develope an allergy to chlorine and if so are there allergy shots to build up tolerance?
