ALLERGY TESTING - BLOOD VS. SKIN TESTING......

I'm a 44 year old female who has been dealing with sinus issues for the last 7 months. After several ENT tests, allergies are being suspected as driving the sinus issues. So I have now seen an allergist. I will also mention that I am on week 4 of a sever allergic reaction to penicillin. Dr.'s are using the term "serum sickness".
Due to the allergic reaction, I can't be skin tested for allergies, so the allergist decided to do blood work instead.
My questions are this:
1) Which is more accurate, blood allergy testing or skin testing?
2) Can negative results in blood allergy testing be negative but then show up positive in skin testing?
3) If CBC and other labs suggest allergies but allergy tests come back negative, what should be investigated next to determine what is driving sinus issues.
My two sinus CT have been inconclusive as to if I have a sinus infection or not.....not super obvious at this time.
4) Can I be tested to see what penicillin I'm allergic to and are those tests accurate?

Any clarity you can give at this time would be very helpful. Thank you in advance!
