Technically no but since ovulation happens before your period, if you happen to ovulate and have sex around that time, you'd be able to get pregnant without having a menstral cycle.

It happened to my SIL. She hadn't had her first post-partum period and ended up getting pregnant. She ended up going 2 years without a period due to pregnancies and breastfeeding.

Regular menstruation usually means regular ovulation, which you need to be doing in able to get pregnant.
Though since ovulation occurs before menstruation you could have ovulated and not now it, have unprotected sex around that time and become pregnant that way.
So if you are experiencing pregnancy symptoms and it been more that 14 days/2 weeks since you think you may have become pregnant then you can try a test with 1st morning urine.
