The tip of my penis is red and very tight. I can't expose the head of my penis at all. Also, I think there is some redness on the head of my penis. I am not sexually active. Is this some kind of infection?

Yes it is most probably a yeast infection. You don't have to be sexually active to get one. It's pretty easily treated with over-the-counter anti-fungal cream for a few days.
