Redistributing Belly Fat

I know that stress can cause fat to accumulate in the torso region. Once stress goes away and hormones normalize, does the fat redistribute by itself? For example, if someone normally gains weight in her hips, does the fat that went to the belly area because of stress then go to the hips?

I think a number of factors determine fat distribution (age is one of them too), but the main factor is genetics: you have a predisposition of where your fat accumulates most. Stress isn't going to hugely and suddenly change the way you deposit fat.

The best way to reduce belly fat is to reduce your calorie intake, which will cause you to lose weight. And if you combine it with exercise, it will help to make you look more toned.

No, fat cells don't move around like that. They are fixed in place by connective tissue. Instead, what they do is shrink and grow in size by releasing and storing fat depending on how much excess fat is stored. But you can certainly decrease them in size through calorie reduction and/or exercise.
