    How to tighten and tone?

    I am 22, 5'4" and 138 pounds. A year ago I weighed 234 pounds. My thighs are about 19.5 inches and my bicep is about 9.5 inches, my waist is 26 inches and hips are 28 inches. But I still am flabby, and I thought it was loose skin. Reading up on it, it is the subcutaneous fat. How do I lose this? I want to look tight and firm, not flabby. I'm in my normal weight range for my height now. Why do I still look overweight? I work out 2-4 times a week for 20-60 minutes each time, plus I work on the circuit weight machines for about 20 minutes twice a week. I need help! Thank you!

    Note: I am female. I didn't put that in my post because I assume it obvious. LOL.

    Okay and in my rush in posting this I realized that my hip measurement is off. i didn't have my measurements with me. Hips are 31.5 inches.
