When racewalking, I have tightness in my shins for the first mile or so

I'm a racewalker, and have experienced tightness in my shins that go away after the first mile or so. Unfortunately, this tightness is the one thing holding me back from having faster walks. I also have Type 2 Diabetes. I wonder if the two might possibly be related. I've tried all the stretching exercises that I've learned over the years, but nothing seems to help. The only thing that seems to do anything for me is walking around some prior to the race. And even that is dicey. Anybody have any ideas?
