I tested on 14th week since my last exposure and it came back as negative. But recently I got ulcer every now and then. I do always have ulcer quite frequent back then but this time the ulcer keep coming back after one another. Is the ulcer related to possible HIV symptoms?

We do not attempt to diagnose HIV by symptoms; only through testing. In other words, test results beats symptoms each and every time. Your testing has shown you are HIV negative.
