couple of weeks back i gave a blow job (all of 2 minutes) no ejaculation . now i've had a fever and a froggy throat after 12 days. should i be concerned

Highly unlikely.

Oral sex (both giving and receiving) carries an extremely (and I do mean extremely) low risk of HIV transmission.

The stats we use here for estimated risk from unprotected oral sex are .5 to 1 per 10,000 exposures with a source KNOWN to carry the virus. That assumes the oral sex was carried to completion.

Your risk would be less since (I'm assuming) you cannot confirm your partners status and ejaculation did not take place.

If you remain concerned over these extremely low statistical risks, a screening test done at 3 months will confirm your status.
