is there any insurance coverage or discount thru anthem to purchase a home monitor if advised to do so by my PCP

Typically a BP monitor is not covered by insurance.

But even for single company, such as Anthem, they have many different plans. So you need to contact the insurance company.

Even if they don't offer one directly check and see if they have a wellness program that offers a discount. Also check if they offer a discount to a medical supply company. That will be probably be through the website.

Also check if they might offer a discount monitor through an discount OTC medicine program or mail order pharmacy program.

And if you have a flex medical account or HSA plan you can use that money to buy it.
