Tubal Ligation - now want another family

I had a tubal ligation (cut, tied and burned) a year ago after my twins were born via cesarean section. I am 39 and in excellent health. I have had 3 successful pregnancies resulting in 4 healthy children. Now I want to have a second family. In hind sight, I feel foolish for having it done. Now I am not certain what to expect. The likelihood? We are speaking to a highly recommended surgeon tomorrow night for advice on whether to try to reattach my fallopian tubes or to try IVF? Does anyone have any advice.
