I found the start a discussion button but it was difficult to find it. it should be on top where everyone can find it with ease

It's not at the top right above the posts? It's a huge orange button that says Post at the top of where the posts are. If you are not seeing it maybe try clearing your cookies and your cache and then close and open the browser and try again and let me know.
