Red irritation on his eyelids: what is it?

My 8 week old baby has had a slight red irritation on his eyelids for as long as I can remember.

What could it be?
Allergies?
Or is his eye gunk bothering the skin of his eyelids?

I make sure to clean that area with water on a cotton ball, but it doesn't seem to make a difference.

Is it just on his eyelid? Kind of in the corner? If so this may be what they call an angel kiss. It's just a birth mark and should go away. My son has one, I had one on both eyes when I was born. They're perfectly normal!
