Newborn Baby Not Eating

We have twins born at 34 weeks. They are now 7 weeks old (1week adjusted). Our son still does not eat enough on his own to be released from NICU. All of his tests have come back normal and the doctor's have no explanation. He will bottle feed, but almost always only in very small quantities. He has had about 5 or 6 good days with sufficient feedings, so it's not like he can't do it. Any feedback?
