Constant Shaking of hands

My little 8 month old grandson constantly shakes and jerks his hands. His mom and dad don't seem worried. They think he is just learning how to balance himself. He will hold up his arms about chest high and his hands and fingers turn and twist constantly. It doesn't matter if he is laying down or sitting up. The only time he isn't doing it is when he is asleep or holding onto something. If he is holding something in one hand and the other hand is empty, that empty hand will jerk and twist. I watch other babies and have never seen another one do this. I think I have finally convinced them to ask their pediatrician about it. Is this normal behavior for a child this young? He has done this for many months now.
