Hard water and toothpaste that doesn't froth!

I have moved into a new place that has hard water. I have noticed my toothpaste doesn't froth, it just gets stuck in my gums! (I do floss after brushing though). My teeth don't feel as clean after and they are discoloring. Is hard water damaging to teeth? Are there any toothpastes designed to work in hard water?
