Achilles surgery

I just had surgery on a ruptured Achilles 3 weeks ago and the pain is still significant enough for pain meds. The doctor says to start to ween myself off of them but I can't sleep for more than 4 hours at a time and can't move my foot at all. I still have numbness throughout my calf and foot, also having occasional sharp pains in my big toe. IS THIS NORMAL??? I feel like I still need these pain meds on a regular basis. I'm not feeling much better. Someone please tell me something!!!
