Why won't my 2 yr old say "I Love You"?

My 2 year old little girl will NOT say "I Love You." My husband and I always tell her we love her. Her language skills are great. We can almost understand her every time she talks to us.
Is this a phase or are we doing something wrong?

It's just a phase. It took a while for my 2 year old daughter to say I Love You. For awhile I was thinking the same way as you because she started saying I Love You to other people, just not me. It's an even more special feeling when she finally says it to you though.
