My 7 year old step daughter

My husband has full custody of his 7 year old daughter. The mother is only allowed to see her child under supervised visitations. Over the past 6 to 8 months she has developed a habit of urinating the bed and both pooping and peeing while she is wide awake and there is a bathroom available. We have taken her to a doctor and we have even had to examined to make sure she has never been abused during her visits with her mother. She has seen a psychologist. Nothing has helped. She will poop and pee her pants and walk around with it for hours. We need help. We ignore it for the most part without punishment. We just make her change herself and that's the end of it. The only time she gets punished is when she lies about it. I do not know what to do please help!
