Getting 1st grader to sleep on time

I have an energetic 7-year old 1st grader who puts up a fight every night to get ready for bed. I've tried positive incentives with something he values (earning video game time). We've tried negative reinforcement. He just won't listen to brush his teeth, and go to bed. His 4th grade sister just does what is told and goes to sleep. I'd love to hear any tips that have worked with boys who play delay tactics every night. Thanks!
