9 month old needs bottle to fall asleep

I have gotten my 9 month old into the habit of needing the bottle to fall asleep, partly because my 20 month old needs her cup of milk as well. But my 9 month old wakes up once, sometimes twice a night needing the bottle to go back to sleep. Tonight I laid them both down without the milk... Is this the route to go? Allowing them to cry themselves to sleep without the milk?
