It is impossible to diagnose over the internet. There are many types of rash and causes.
You need to take your child to her doctor to find an answer. You may need to take her to a pediatric dermatologist if your doctor doesn't have an answer.

I think you should consult doctor, as there are also type in rashes, so it would be better if you go and check through doctor.
