12 yr old step-sons disturbing sexual behavior

Hello, I have a 12 year old soon to be step son I'm concerned about. Recently he has started rubbing himself through his pants pockets in public, at home in front of everyone, grandparents house ext... sometimes he tries to hide it under blankets on the couch, sometimes he don't. My fiance thinks it's normal and part of puberty, but I don't agree with him. I am at a loss on what to do!

You simply tell him that he should go somewhere private to do that. What he's doing is fairly normal. Doing it in public isn't. Tell him to do it in his room or in the bathroom. He maybe thinks that he's being so discreet about it that nobody notices
