Pflegmy breathing

Hi. I just rescued a Newfoundland, about 4 y/o and he acts healthy but when he breathes with his mouth open it sounds like he has pflegm in his throat. It isn't there when his mouth is closed, however. He also occasionally hacks up what I assume is pflegm but it doesn't come out all the way. Any ideas/suggestions? Thanks!
