Cherry eye in dogs

My dog got "cherry eye" so I took her to the vet and had surgery on the eye. The vet did not remove the gland he just did the stitch procedure. It has been almost 3 weeks and the 3rd eyelid has not gone back to normal. It is difficult, but I try and put the prescribed ointment on the eye everyday. The tear duct gland is no longer "popped" out, but the 3rd eyelid is still up. How long does it take until the 3rd eyelid returns to normal?
