hair chewed off shih tzus' back

The shih tzus breed has been a family pet of ours for many years. we've owned 4 (2 @ a time) the oldest passed 10yrs. ago, at age 15 (health reasons). The reason for the history is because we've never seen nor experienced anything like this before w/ them, until now! My nother bought some of that vectra 3D, since putting it on one (which is a male his name is SId ) he has chewed the hair off the back of his neck and dug at it which has caused sores and EXTREMELY tender. Now that the spot has dried out and basicly gotten better, Sid has now begun to chew a place on his back, hair gone it's draining, and again VERY tender. What on earth can we do to help him, outside of going to the vet at this point? By the way she has changed their food, he has no fleas and the other dogs are flea free as well, bathed them in medicated shampoo, and basicly anything one could think of. PLEASE HELP it's so heart breaking to see.
