I need advice from anybody who can help.

My 3 year old Rat Terrier has recently become aggressive toward my sister's black lab who is staying with us until the family gets on their feet. We have tried to muzzle him but he can take that off. The only thing that works is not playing with him or crating him 24/7 which is not exactly fair to him since the lab gets played with constantly by my sister and her family.

Can anyone give me advice on how to curb this behavior.
