Low HCG @ 4 week since LMP, how low is too low?

I am writing to see if anyone else out there has had the following conditions (or something similar) in their early pregnancy, and subsequently had their pregnancy progress normally.

At 4 week since last missed period (LMP), I had a blood test and my HCG (pregnancy hormone) levels were 5. I had some bleeding the next day, and thought I had gotten my period or had a chemical pregnancy. I went for a second blood test 6 days later and the levels were 20. I know that these are low, but from what I have read, the rate of change is within the realm of "normal" (doubling within ~72 hours). Are they at all within the normal range of what is possible in very early pregnancy? Is there any chance this could turn out to be a healthy pregnancy?

I had an ectopic last year (my first pregnancy), and I am so afraid that it is happening again. It was such a painful experience to go through, and I was so hopeful that it would work out this time.
