With my first I heard it was unsafe so I didn't do it, but with my second I was told it was fine. But did have my hair dresser paint on the dye, and I also had her pull it through a cap for high lights because the dye doesn't touch the scalp.

I asked my ob/gyn this question when I was pregnant with my son. She said it was fine, that your big concern was needing to be in a well ventilated space so that you're not overwhelmed by the fumes/smells. I had my hair highlighted while pregnant with him.....no problems at the time or later with my child.
