White flakey dots on penis and scrotum that resemble scabs?

Ever since a few weeks ago my penis has gone through a lot of different rashes and bumps and all that. First it started with inflamed skin that was in groups of patches that I could easily peel off but then it would create a cut so I didn't do that. Then, those patches of scabs kinda went away and left behind residue and lots and I mean, LOTS of dry skin on my penis, I had to apply a lot of vaseline so that my penis could feel like an actual sex organ again, haha. Now, It looks similar to the patches of scabs, however now they're DOTS of tiny white scabs, some bigger than the others, and they itch like crazy. Especially when I'm in bed trying to sleep.

And in terms of hygiene, I am not abusing it. I have been showering once a day/every other day for the past few years. I never use a lot of soap directly on my penis, I kinda just like to let the shampoo and body soap that I rinse off my body do the work.
