My lips are very dry this winter

I live in New Mexico, one of the driest states in the US. I've been here for many years. I've learned that I need to apply lip balms in order to keep my lips from drying out, and that's worked for me, for many years.

Until this year. Now, for reasons I don't understand, I am having a very hard time with my lips; they tend to be very dry, cracking a lot, etc. It is painful and doesn't look all that good, either. What can I do to protect my lips from cracking, that I'm not already doing?
