Recurring water like blister

Hi,
My sister in-aw has just recently developed a good size water like blister. It eventually got popped by accident so I applied Silvedene to it because it looked like a burn blister. The only problem is it is filling back up with fluid. This isn't consistent with a burn to my knowledge. The local doctor is clueless to what it is. Do you have any ideas to what might cause this blister?
