severe itching

My left forearm and wrist started breaking out in tiny, pinhead size, raised red bumps, that itched horribly. They would break open and take quite a while to heal. The itching is so intense, I have drawn blood! Nothing seems to help except ice packs. I even have to sleep with one on. I have tried Benedryl, but it doesn't seem to help much at all. I thought it might be shingles, but it is not going away. I don't have alot of bumps, just a few at a time, but it feels like a pin pricking me, and intense itching at the same time.
