Flakey Eyebrows, like dandruff or cradle cap!

I am a 34 yr old female. I have been experiencing this annoying problem for a few years now. I do have dandruff of the scalp and have had it for quite some time. When the flakey eyebrows started, I saw my G.P. and she told me it was basically like cradle cap in my eyebrows and prescribed steriod cream...which didn't work. Can you tell me what is causing this and/or how to get rid of it?? Thank you!
