Acne or Acne scarring?

I'm really confused if mine is scarring or acne itself. I know acne is actually huge pimples but mine is pretty minor breakouts occasionally. My skin isn't bumpy nor smooth, however, I've had these weird red marks since 3-4 years ago.

Recently, I've just started on this acne.org regime which my friend recommended. I've seen reviews on it and it's pretty positive. I'm a week into the regime already and my face is peeling, burning, swelling (they say its side effects) but then again, I realized that bp actually prolongs scarring instead of clearing it.

What should I do? Should i stop the regime?
How do I get rid of these!? It's been with me for so long and I guess it's affecting my confidence alot.
