Strange Rash, googled the heck out of it, please help!

I've recently acquired some kind of rash, or maybe an allergic reaction in the past few days. It started with a few bumps on the back of one hand (not on the fingers or palms) and now the rash is on the other hand as well, it could be spreading but I can't tell. Lotion calms it down, and this morning it looked as if it had almost disappeared only to return when I began scratching. I've also noticed that more bumps appear if I scratch. There are small bumps between the bottom of my chin and the top of my neck as well. All of these bumps itch intermittently. The bumps on my hands are visible only in certain lighting/at certain angles. I'm getting concerned. /: At first I thought it was heat rash, but the back of my hands is a strange place for that, isn't it? Also, wondering if maybe it has something to do with the jewelry I've been wearing--cheap metal that turns my skin green after awhile.
