Skin blishters

My daughter-in-law has tiny little blister/bumps on her face and neck that when touched pop and appear to have infection in them. It first started out looking like hives, but has developed into these blisters. We have tried to attach them to an allergy of some kind with no success. They seem to be worse in the evenings. Sometimes her lip with swell also. Been happening for a couple of weeks now. Any ideas or suggestions are appreciated. Thanks.
