Is diabetes a progressive disease?

In 1978 I had a blood-glucose exam that showed I was a borderline diabetic - the reading was 115. In 2000 I was diagnosed with a blood glucose reading of 300. I know it would be impossible to determine exactly when I became diabetic, but if I retired in November, 1999 could a case be made that I was already diabetic when I retired. Thanks.
