Long recovery of ankle sprain.

I sprained my ankle very badly more than 3 months ago. I've had 2 sets of x-ray, a bone scan and a CT scan done. Because my Doctor thought that my talus was fractured, turns out it's not but I have 2 torn ligaments. My doctor sent me to physiontherapy, everything is going well; my foot is more mobile, my ankle is more stable, I can walk normally but I just can't flex my ankle forward (like bringing my knee nearer to my toes) . It's not painfull but it's just not going. My physiotherapist never said it's abnormal, but I am starting to think that there is a bigger problem. Is this normal that it take so much time to heal?
