Intensity of hand numbness comes and goes

I had a stroke about 16 months ago. My hand still has some numbness. Sometimes it will be worse than others and then for a few months it will get better. I wonder if my nerves are still trying to make up their minds about how much numbness I am going to have or what.

This article lists numbness or tingling in your limbs as a common impairment after suffering a stroke. You ability to get better after a stroke depends on a number of factors, and you might ask your doctor if there are any estimates of how long you can expect numbness to last.
