Peripheral Arterial Disease or something else?

I am 28 years old and in the Army. I consider myself to be in pretty good shape. For the past 6 months I have been driving a desk and have fallen out of shape a bit so now I am stepping up my exercise. I drink plenty of water, take my multivitamin each morning, stretch and warmup before and after exercise and get great nutrition. However, when I do leg exercises, particularly plyometrics or fast ruck marching, I notice that the outside of my lower legs really hurt. I look do and there are bumps on the superficial veins. These bumps are soft but painful to the touch and cause the whole rest of my lower leg to hurt. They go away after I stop exercising but they are really holding me back. There is no discoloration. The closest thing I could find was Peripheral Arterial Disease or Thrombophletis. Any rememdies or preventative measures. I used to get them 2 years ago as well at the beginning of some intense training but the more in shape I got the less they occured.
