Can dry, chapped lips cause blisters?

I have never had a cold sore before in my life and I'm afraid that the blister on the bottom corner of my lips are caused by HSV-1. In the past week or two, my lips were chapped, corners of my mouth would crack, and the region right below the crack would be really dry. The crack healed, and the chapped lips went away, but the dryness of that area below the crack was still present. Now that dry spot is blistering up. It's not painful, and it does itches but not as bad.

I do notice that I don't drink enough water and always drink sugary beverages. Can this contribute to the dryness of the lips?
