What age do you quit Swaddling?

My daughter and I still swaddle my 4 month old grandson for his night time sleep and that seems the only way he can get a good deep sleep. I have tried to wean him a few times but he just flails his arms a lot and knocks his pacifier out so often that I end up swaddling again. Is there an age where they quit flailing their arms so much when its time to sleep?
