4 1/2 year old boy won't listen and manipulates Grandmother

My best friend is a single mother of 2 (4 1/2 year old boy and 2 year old girl). She lives with her Mom and Dad and they have helped her raise the kids. Her son has been acting out a lot. He has meltdowns whenever he doesn't get his way, has to have the Disney channel on anytime he's downstairs (living room, dining room or kitchen - he can hear if you change the channel, even if he's in the other room), and he really struggles eating dinner. He doesn't like it and puts up a fight almost every time. Also, another major issue is he loves to manipulate his grandmother (his "Mom-Mom"). Whenever his Mom tells him to do something that he doesn't like he either cries, throws a fit, or goes right to his "Mom-Mom". He knows that most times she'll try to smooth things over and if nothing else, his punishment won't be as bad. She's done "timeouts" and he really struggles with them. Everyone loves him so much and he shows, at times, that he can listen and follow directions. Need some help here, Please.
